NTLDR requires the following two files to be on the bootable partition
NTLDR (The main boot loader itself)
boot.ini (Configuration options for a boot menu)
To load an NT-based Operating system such as windows XP Windows NT or windows vista ntdetect.com must also be present.
Only NTLDR is actually required. If boot.ini is missing then NTLDR will default to C:\Windows on the first partition of the first hard drive.
There are also many other files that need to be associated with the NTLDR to make it function correctly
